Strategic Resource Management

The Strategic Resource Management Directorate provides strategic leadership and advice to the External Affairs and Regulation Division on all aspects of resource management, including people, engagement, finance and communications, to support the division to meet its objectives. The Directorate is responsible for the Department’s major external funding programs covering non-government schooling and early childhood education which includes management of $1.5 billion funding for over 900 non-government schools and 5000 early childcare services across the state.  The Directorate leads the development of specialist advice in strategic funding policy to ensure effective investment of Departmental resources to achieve NSW government objectives in schooling and early childhood education.

Sally Blackadder( Strategic Resource Management)

Sally Blackadder is Executive Director, Strategic Resource Management, delivering strategic leadership and advice to the External Affairs and Regulation Division on all aspects of resource management, including people, engagement, finance and communications. The Directorate is responsible for the Department’s major external funding programs covering non-government schooling and early childhood education.   Sally has extensive experience across a range of organisations including the State Library of NSW, Southern Cross University, Sydney Theatre Company and Price Waterhouse Coopers. She has held several senior management positions within the Department of Education including the areas of Corporate Finance and Local Schools, Local Decisions where she led the development and implementation of the new funding model for government schools. Sally has a Masters of Business Administration from the University of Southern Queensland and a Bachelor of Commerce from the University of NSW. She is also a member of the Institute of Chartered Accountants Australia.
